Tan Wooi Leong Leads International Speakers at Asia’s Leading Tank Storage Event

Tan Wooi Leong, President for Oil and Gas at Jurong Consultants, leads Tank Storage Asia’s strongest ever speaker line up. At the two day event, which takes place at Singapore’s Marina Bay Sands on 29 & 30 September 2015, he will discuss how land-strapped Singapore is innovating to find ways of increasing its storage capacity.

Leong, who is talking on day two of Tank Storage Asia, is one of the leading experts in petroleum and gas storage facilities, underground rock caverns and very large floating structures (VLFS) for petroleum, LNG and petrochemical storage, having overseen more than 5 million m3 of physical storage construction, and projects worth over SGD2 billion.

He will take to the stage to present ‘Creating the space for the demand for storage in Singapore’, one of the region’s hottest topics. During his talk Leong will look at why despite a consistently strong demand for storage in Singapore, the scarcity of land is restricting new projects and construction. In comparison, Malaysia and Indonesia are experiencing an over flow of storage projects, albeit the development of such projects presents challenges, due to lack of readily available infrastructure.

Drawing on his extensive experience in Singapore, China, India, Middle East, CIS and Latin America, Leong will explore some possible solutions for the region, which include underground storage caverns. These provide an attractive option, as they allow for large-scale storage of crude oil and other products, which in turn allows the precious Singaporean land to be used in other more useful ways. The Jurong Rock Caverns are a fantastic example of this solution in action. Officially opened on 2 September 2014 by the Singapore Prime Minister, Lee Hsien Loong, they lie one hundred and thirty meters below sea level, housing 4,200 scientists and providing infrastructural support to companies such as Shell, ExxonMobil and Chevron Philips.

In keeping with the alternative storage methods, Leong will explain the latest trend of floating tankers. In order to free up more space on land, Jurong Consultants has developed a new concept of storing bulk liquid on very large floating structures (VLFS), by using concrete barges to store petrochemical product. He will outline the first 'megafloat' at Pulau Sebarok, with a minimum storage capacity of 300,000 m3; it comprises two rectangular modules, each with 150,000 m3 capacity.
